Eller \u00e4nnu v\u00e4rre \u00ad\u2013 en politiserad och ideologisk ram ov\u00e4rdig ett universitet? Hur ska ett universitet f\u00f6rsvara en forskargrupps val av teorier &#8211; och samtidigt h\u00e5lla \u00f6ppet f\u00f6r ompr\u00f6vning och inte stelt n\u00f6ja sig med tidigare val?<!--more--><\/p>\n<p>Kring de h\u00e4r viktiga fr\u00e5gorna p\u00e5g\u00e5r en l\u00e5gintensiv diskussion d\u00e4r exempel fr\u00e5n Linn\u00e9universitetet blivit till slagtr\u00e4 i kr\u00f6nikor och debattforum. Exemplet som anv\u00e4nds \u00e4r sn\u00e4vt h\u00e4mtat fr\u00e5n den beskrivande inledningen av en utlysning av en professur i design med konstn\u00e4rlig inriktning, men har f\u00e5tt symbolisera ett h\u00f6gskolesystem i f\u00f6rfall.<\/p>\n<p>Det kan vara dags att s\u00e4ga n\u00e5got om hur jag ser p\u00e5 s\u00e5v\u00e4l rektors som universitetets roll i dessa fr\u00e5gor.<\/p>\n<p><strong>1. Jag menar att Sverige har ett mycket framg\u00e5ngsrikt h\u00f6gskolesystem<\/strong> som l\u00e4gger en god grund f\u00f6r b\u00e5de studenter som skapar sin framtid, de akademiska l\u00e4rarnas g\u00e4rning och en kunskapsbaserad kreativitet i n\u00e4ringsliv och offentligt liv. Detta kan tas till vara \u00e4nnu b\u00e4ttre och \u00e4r v\u00e4rt en utvikning i sig. H\u00e4r kommer jag begr\u00e4nsa mig till att ber\u00f6ra de inledande fr\u00e5gorna om vision\u00e4rt riktningsgivande och hur teoretiska v\u00e4gval bland medarbetare ska bem\u00f6tas av ledningen.<\/p>\n<p><strong>2. Universitetet ska vara en plats som ger utrymme f\u00f6r akademisk frihet.<\/strong> Det \u00e4r fastslaget i\u00a0 <a href=\"https:\/\/www.riksdagen.se\/sv\/dokument-lagar\/dokument\/svensk-forfattningssamling\/hogskolelag-19921434_sfs-1992-1434\">h\u00f6gskolelagen (HL<\/a>). Det betyder med n\u00f6dv\u00e4ndighet att rektor \u2013 eller andra chefer \u2013 inte l\u00e4gger sig i de val av problem, teorier och metoder som forskare och l\u00e4rare v\u00e4ljer att pr\u00f6va. Den pr\u00f6vningen sker i kollegiala sammanhang genom kritisk granskning och alternativ. En tillr\u00e4cklig bredd och \u00f6ppenhet garanteras av fritt sanningss\u00f6kande, tydliga normer f\u00f6r akademisk redlighet och en gr\u00e4nss\u00e4ttande apparat n\u00e4r oredlighet upptr\u00e4der. En rektor \u00e4r ytterst ansvarig f\u00f6r att skapa f\u00f6ruts\u00e4ttningar f\u00f6r detta akademiska ekosystem. Vi b\u00e5de uppr\u00e4tth\u00e5ller och v\u00e5rdar detta vid Linn\u00e9universitetet, n\u00e5got som helt nyligen pr\u00f6vats av UK\u00c4 och som godk\u00e4nt Linn\u00e9universitetet (\u00e4nnu s\u00e5 l\u00e4nge som enda universitet) f\u00f6r sitt system f\u00f6r b\u00e5de utbildnings- och forskningskvalitet! Enskilda forskares fria\u00a0val av forskningsinriktningar utg\u00f6r ett\u00a0universitets k\u00e4rna. Det \u00e4r viktigt att skilja p\u00e5 att n\u00e4r vissa typer av perspektiv beskrivs vara r\u00e5dande inom en institution \u00e4r det en beskrivning, en varudeklaration, av milj\u00f6n. Vid sj\u00e4lva anst\u00e4llningen g\u00e4ller anst\u00e4llningsordningen och d\u00e4r v\u00e4rderas inga valda inriktningar f\u00f6re andra, det \u00e4r enbart allm\u00e4nna\u00a0akademiska skickligheter och meriter som utg\u00f6r underlag f\u00f6r det aktuella anst\u00e4llningsbeslutet. Det \u00e4r en ordning, principer och f\u00f6ruts\u00e4ttningar, som inte ges s\u00e4rskilt mycket utrymme i debatten.<\/p>\n<p><strong>3. Visionen <em>Vi s\u00e4tter kunskap i r\u00f6relse f\u00f6r en h\u00e5llbar samh\u00e4llsutveckling<\/em> \u00e4r fastst\u00e4lld och antagen av Universitetsstyrelsen.<\/strong> I den meningen utg\u00f6r visionen ett dokument f\u00f6r inriktning som ska genomsyra hela verksamheten. S\u00e5ledes syns den ocks\u00e5 i rekryteringsannonser. Vi har valt andra uttryck \u00e4n innovation, nyttigg\u00f6rande, kreativitet f\u00f6r att vidga perspektiven och uppgiften. Att b\u00e5de skapa ny kunskap och ge den vidare till studenter, andra akademiker i olika v\u00e4rldsdelar och nyttigg\u00f6rare som beh\u00f6ver redskap f\u00f6r omst\u00e4llning kr\u00e4ver mer \u00e4n de invanda formaten. V\u00e4rlden st\u00e5r inf\u00f6r flera stora samh\u00e4llsutmaningar. Att nyttja forskarnas arbete till att ta hand om\u00a0dessa utmaningar \u00e4r helt avg\u00f6rande f\u00f6r v\u00e5r gemensamma framtid och den ambitionen omfattas dessb\u00e4ttre av akademier globalt. Det \u00e4r ett arbete som m\u00e5ste\u00a0g\u00f6ras tillsammans, inom och mellan\u00a0universiteten mellan forskare och personer fr\u00e5n st\u00f6dverksamheten och externt tillsammans med de som arbetar med aktuell samh\u00e4llsutmaning. Forskarsamh\u00e4llet anv\u00e4nder sin tid till att ta fram\u00a0nya r\u00f6n men all den h\u00e4r nya kunskapen m\u00e5ste s\u00e4ttas i r\u00f6relse och det arbetet \u00e4r kr\u00e4vande och helt avg\u00f6rande f\u00f6r v\u00e4rldens fortsatta utveckling. M\u00f6tesplatser beh\u00f6ver skapas d\u00e4r forskare fr\u00e5n olika discipliner kan f\u00e5 inspiration till att svara p\u00e5 viktiga fr\u00e5gor p\u00e5 nya s\u00e4tt. Forskning som behandlar v\u00e5ra samh\u00e4llsutmaningar b\u00f6rjar ofta men f\u00e5r inte stanna vid publiceringar i tidskrifter med f\u00e5 l\u00e4sare utan beh\u00f6ver s\u00e4ttas i r\u00f6relse. \u00a0Linn\u00e9universitetets vision \u2013 att tillsammans s\u00e4tta kunskap i r\u00f6relse f\u00f6r en h\u00e5llbar samh\u00e4llsutveckling \u2013 \u00e4r angel\u00e4gen och kr\u00e4vande!<\/p>\n<p>Detta \u00e4r d\u00e4rf\u00f6r varken flackt eller ideologistyrt. Vi kan st\u00f6dja oss b\u00e5de mot Magna Charta Observatoriet och andra globala \u00f6verenskommelser som str\u00e4var mot ett \u00d6ppet vetenskapligt system &#8211; och dessb\u00e4ttre mot <a href=\"https:\/\/www.riksdagen.se\/sv\/dokument-lagar\/dokument\/svensk-forfattningssamling\/kungorelse-1974152-om-beslutad-ny-regeringsform_sfs-1974-152#:~:text=2%20%C2%A7\">Sveriges grundlag, 1 kapitlet, paragraf 2 \u2013 l\u00e4s den g\u00e4rna<\/a>. Det \u00e4r ett arbete med h\u00f6gt st\u00e4llda krav i linje b\u00e5de med en akademisk tradition som \u00e4r \u00e4ldre \u00e4n staten och i linje med nu g\u00e4llande grundlag och samtidens akuta behov. Det \u00e4r varken flum eller hemsnickrade ideologier, d\u00e4remot en fast grund f\u00f6r ett kunskapsbaserat framtidshopp.<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<h2>We set knowledge in motion for a sustainable societal development<\/h2>\n<p>Does our vision provide an inspiring and challenging guiding direction for the university, or is it just a platitude that everyone agrees with? Or even worse \u2013 a politicised and ideological frame unworthy of a higher education institution? How should a university defend a research team\u2019s choices of theories \u2013 while at the same time remaining open to reconsideration and not just rigidly sticking to previous choices?<\/p>\n<p>There is a low-intensity discussion going on around these important questions, where an example from Linnaeus University has become a weapon in columns and debate forums. The example is specifically drawn from the descriptive opening section of a job ad for a professorship in design, but it has come to be used as a symbol of a higher education system in decay.<\/p>\n<p>It is high time I said something about how I see the roles of both the vice-chancellor and the university in all this.<\/p>\n<p><strong>1<\/strong>. <strong>I believe that Sweden has a highly productive higher education system<\/strong> that provides a solid foundation for students building their future; for the work carried out by academic teaching staff; and for creativity in business and public life. This is something that we can make even better use of \u2013 something that is in itself worth elaborating on. In the following, I will, however, only discuss the first questions \u2013 the ones about providing a visionary guiding direction and how the university management should respond to staff members\u2019 theoretical choices.<\/p>\n<p><strong>2. The university should be a haven for academic freedom<\/strong>. This is clearly stipulated in <a href=\"mailto:https:\/\/www.uhr.se\/en\/start\/laws-and-regulations\/Laws-and-regulations\/The-Swedish-Higher-Education-Act\/\">the Higher Education Act<\/a>, which necessarily means that the vice-chancellor \u2013 or other senior staff \u2013 cannot interfere with what problems, theories, and methods researchers and teachers choose to explore. Such choices are instead assessed in collegial settings, through critical examination of different alternatives. Freedom of inquiry, clear standards for academic integrity, and an efficient system for dealing with academic misconduct guarantee sufficient breadth and openness. A vice-chancellor is ultimately responsible for creating the best possible conditions for this academic ecosystem. We both uphold and nurture this at Linnaeus University \u2013 this has been established by the Swedish Higher Education Authority, who recently reviewed and approved our system for educational and research quality assurance. So far, Linnaeus University is the only university that has received this approval. Individual researchers\u2019 free choice of research directions constitutes the core of a university. It is important to understand that when certain types of perspectives are said to dominate the environment at a certain department, this is a description \u2013 a product declaration \u2013 of the environment, which must not be mistaken for preferences in an actual recruitment process; in the latter case, the university\u2019s appointment procedures apply, and no chosen directions are valued above others. General academic skills and qualifications serve as the only basis for any employment decision. This is something that is not given much space in the debate.<\/p>\n<p><strong>3. Our vision \u2013<\/strong> <em>We set knowledge in motion for a sustainable societal development<\/em> <strong>\u2013 has been ratified and approved by the University Board<\/strong>. This means that our vision is a guiding direction that should pervade activities at all levels \u2013 as such, it is also included in any recruitment ads. We have chosen to express our vision in terms other than \u201cinnovation\u201d, \u201cutilisation\u201d, and \u201ccreativity\u201d, so as to broaden the perspectives and our mission. To be able to both create new knowledge and pass it on to students, other scholars across the globe, and facilitators who need tools for transition, we need more than platitudes. The world is facing a number of major societal challenges. It is absolutely essential that we use research to address these challenges and protect our common future; fortunately, this ambition is shared by scholars globally. This must be a joint effort, both internally within and between universities, involving researchers as well as administrative staff, and externally, between universities and external agents working with the relevant societal challenge. The research community spend their time generating new findings, but all this knowledge must be set in motion \u2013 something that is challenging, while at the same time absolutely pivotal for the continued development of the world. We need to create forums for researchers from different disciplines to be inspired to address important issues in new ways. Research tackling societal challenges is often communicated through publications in journals with few readers. While this is a start, it must not be the final stop; rather, this kind of research must be set in motion. Linnaeus University\u2019s vision \u2013 to jointly set knowledge in motion for a sustainable societal development \u2013 is both urgent and challenging!<\/p>\n<p>In summary, our vision is neither shallow nor ideologically driven. We can fall back on the Magna Charta Universitatum as well as on other global agreements aiming towards an open academic system \u2013 and, even better: on <a href=\"mailto:https:\/\/www.riksdagen.se\/globalassets\/07.-dokument--lagar\/regeringsformen-eng-2021.pdf\">the Swedish Instrument of Government, Chapter 1, Article 2<\/a>, which I encourage everyone to read. Our efforts are guided by high standards, in line with both an academic tradition that is older than the state, Sweden\u2019s current constitution, and the urgent needs of today.
