Ett led i att \u00f6ppna vetenskapen f\u00f6r st\u00f6rre r\u00f6rlighet f\u00f6r utbildningar \u00e4r Bolognaprocessen som startade inom EU f\u00f6r 25 \u00e5r sedan. Inriktningen \u00e4r att minska tr\u00f6sklar men \u00e4nd\u00e5 garantera kvaliteten och det \u00f6msesidiga erk\u00e4nnandet av utbildningar p\u00e5 alla niv\u00e5er inom h\u00f6gskolan och mellan de l\u00e4nder som ing\u00e5r. Att skydda kvaliteten genom att h\u00e5lla rent mot en expanderande global fuskindustri har blivit allt viktigare. Nu har 49 l\u00e4nder anslutit sig, vilket \u00f6kar betydelsen, men f\u00f6rst\u00e5s ocks\u00e5 f\u00f6rhandlingarna som ska till f\u00f6r att planerna ska bli verkliga!\u202f&nbsp;<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Hur l\u00e5ngt har vi kommit i Sverige? Vi har ett v\u00e4ldigt bra och flexibelt system med frist\u00e5ende kurser som ges p\u00e5 kandidat, master och forskarniv\u00e5. Dessa kan sen s\u00e4ttas samman till program p\u00e5 universiteten, till individuella bildningsportf\u00f6ljer f\u00f6r studenterna eller p\u00e5fyllnadskurser senare i livet. Detta \u00e4r ett m\u00e5l f\u00f6r m\u00e5nga l\u00e4nder nu &#8211; en skatt vi redan har att v\u00e5rda. Men vi har ocks\u00e5 mer \u00e4n 20 procent av v\u00e5rt utbud som inte f\u00f6ljer detta utan l\u00e5ser studenter under l\u00e4ngre tid. Det \u00e4r en st\u00f6rre andel \u00e4n i de flesta andra l\u00e4nder och det ligger bakom att vi inte ligger i topp n\u00e4r det g\u00e4ller genomf\u00f6randet av Bolognam\u00e5len.\u202f&nbsp;<\/p>\n\n\n\n<p>Den internationella mobiliten ligger \u00f6verlag en bra bit fr\u00e5n m\u00e5let om 20 procent och man diskuterar alltmer hybrida och alternativa former. P\u00e5 samma s\u00e4tt kan v\u00e5rt ansvarstagande f\u00f6r att bidra till ett innovativt samh\u00e4lle s\u00e4gas vara stort och framg\u00e5ngsrikt, men hela tiden i behov av f\u00f6rnyad uppm\u00e4rksamhet. Det g\u00f6r vi b\u00e4st inom en \u00f6ppen akademi och inte genom kortsiktiga externa best\u00e4llningar. Vi har ocks\u00e5 ett bra ansvarstagande f\u00f6r studenternas inflytande och v\u00e4lbefinnande, som st\u00e4ndigt beh\u00f6ver utvecklas och framf\u00f6r allt ges resurser f\u00f6r att kunna f\u00f6rverkligas.\u202f&nbsp;<\/p>\n\n\n\n<p>En central fr\u00e5ga vid det EHEA Minsterial Conference som avh\u00e5lls med j\u00e4mna mellanrum, d\u00e4r jag denna g\u00e5ng i Tirana deltagit som svensk rektorsrepresentant, \u00e4r inf\u00f6randet av en European degree. Den skulle kunna underl\u00e4tta arbetet med gemensamma utbildningar inom en universitetsallians som v\u00e5rt EUniWell, European University for Well-Being, men det betyder ocks\u00e5 att vi beh\u00f6ver respektera och samarbeta om kvalitetskriterier \u00f6ver landgr\u00e4nserna. D\u00e4r \u00e4r Sverige ett av de minst aktiva l\u00e4nderna. F\u00f6r mig \u00e4r det en \u00f6ppen fr\u00e5ga om f\u00f6rdelarna eller nackdelarna \u00f6verv\u00e4ger med ytterligare ett instrument ut\u00f6ver double och joint degrees. Men att ha ett verktyg till att arbeta med kan v\u00e4l bara vara bra?&nbsp;<\/p>\n\n\n\n<p>Efter ministerm\u00f6tet h\u00f6lls ett Global Forum som just tar upp fr\u00e5gan om den globala akademins ansvar. Den utmanas p\u00e5 flera s\u00e4tt av s\u00e4kerhetsl\u00e4get, men ocks\u00e5 av fattigdom och oj\u00e4mlikt tilltr\u00e4de till h\u00f6gre utbildning. V\u00e5rt akademiska utbyte beh\u00f6ver s\u00e4rskilt i en s\u00e5dan tid forts\u00e4tta i linje med tankarna bakom en global \u00d6ppen vetenskap.\u202f&nbsp;<\/p>\n\n\n\n<p>D\u00e4rf\u00f6r \u00e4r kraven fr\u00e5n demonstranter \u00f6ver hela v\u00e4rlden p\u00e5 att forskare ska avsluta samarbete med sina kolleger om l\u00e4nder de arbetar i \u00e4r delaktiga i krig och \u00f6vergrepp missriktade. Vi har bland l\u00e4ros\u00e4tena en bred uppslutning kring att inte st\u00e4nga d\u00f6rrar f\u00f6r akademiskt samarbete utan h\u00e5lla fast vid odlandet av dess goda v\u00e4rden \u00e4ven i en pl\u00e5gad v\u00e4rld. N\u00e4r demonstranter p\u00e5 campus, som nu bland annat p\u00e5 Linn\u00e9universitetet i V\u00e4xj\u00f6, hotar enskilda, universitetet och det akademiska arbetet kan vi inte ge vika utan insisterar p\u00e5 att under s\u00e4kra f\u00f6rh\u00e5llande kunna forts\u00e4tta v\u00e5rt arbete b\u00e5de p\u00e5 plats och i internationellt samarbete.&nbsp;<\/p>\n\n\n\n<p>P\u00e5 Linn\u00e9universitetet har vi under veckan genomf\u00f6rt disputationer och examensh\u00f6gtider som \u00e4r viktiga ceremonier f\u00f6r akademien, inte minst f\u00f6r alla studenter. Det k\u00e4nns gl\u00e4djande. Vi har gjort det i samarbete med polisen som hj\u00e4lpt oss genomf\u00f6ra ceremonierna p\u00e5 ett s\u00e4ker och tryggt s\u00e4tt.&nbsp;<\/p>\n\n\n\n<p>H\u00e4r finns l\u00e4nkar till <a href=\"https:\/\/ehea2024tirane.al\">konferensen<\/a>, <a href=\"https:\/\/ehea2024tirane.al\/2024-tirana-communique\/\">kommunik\u00e9n<\/a> och <a href=\"https:\/\/ehea2024tirane.al\/wp-content\/uploads\/2024\/05\/the-european-higher-education-area-in-2024-EC0224018ENN.pdf\">utv\u00e4rderingen<\/a> f\u00f6r de som vill g\u00e5 vidare.&nbsp;<\/p>\n\n\n\n<p>\/Peter Aronsson<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-large-font-size\">Global academia is challenged by the security situation, poverty, and unequal access to higher education&nbsp;<\/p>\n\n\n\n<p>Academic freedom requires a range of structures to provide the greatest possible support to individuals and societal development through research and education. One step towards opening academia for greater mobility in education is the Bologna Process, which started in the EU 25 years ago. The aim is to reduce barriers while still guaranteeing quality and the mutual recognition of education at all levels within higher education and between participating countries. Protecting quality by addressing an expanding global cheating industry has become increasingly important. Now, 49 countries have joined, which increases impact, but, of course, also puts greater demands on the negotiations required to make the plans a reality!<\/p>\n\n\n\n<p>How far have we come in Sweden? We have a very good and flexible system with freestanding courses offered at bachelor\u2019s, master\u2019s, and PhD levels. These can then be combined into university programmes or individual learning portfolios for students, or serve as supplementary courses later in life. This is a goal for many countries now \u2013 a treasure we already have to nurture. However, at the same time, more than 20 percent of our offerings do not follow this system, but lock students in for a long period of time. This is a larger proportion than in most other countries, and it is one reason why we are not at the top when it comes to the implementation of the Bologna goals.<\/p>\n\n\n\n<p>International mobility is mostly far from the goal of 20 percent, and there is increasing discussion about hybrid and alternative forms. Similarly, our commitment to contributing to an innovative society can be said to be significant and successful, but it constantly requires renewed attention. The best way of achieving this is within a framework of academic freedom and not through short-term external demands. We also take good responsibility for student influence and well-being, which constantly need to be developed and, above all, provided with adequate resources to be able to flourish.<\/p>\n\n\n\n<p>A central issue for the EHEA Ministerial Conference, which is held regularly and which I attended this time (in Tirana) as a Swedish vice-chancellor representative, is the introduction of a European degree. Such a degree could facilitate the work with joint programmes within a university alliance such as our EUniWell \u2013 European University for Well-Being \u2013 but it also means that we need to respect and collaborate on quality criteria across national borders. Here, Sweden is one of the least active countries. For me, it remains an open question whether having yet another instrument in addition to double and joint degrees is mostly positive or mostly negative. Still, having yet another tool to work with can only be good, right?<\/p>\n\n\n\n<p>After the ministerial meeting, there was a Global Forum, which raised precisely the issue of the responsibility of global academia. It is challenged in many ways \u2013 by the security situation, but also by poverty and unequal access to higher education. Academic exchange needs to continue in line with the idea of global open science \u2013 especially in times like these.&nbsp;<\/p>\n\n\n\n<p>For this reason, the demands that demonstrators all over the world are voicing, for researchers to cut collaborations with scholars in other countries short if these countries are engaging in wars and atrocities, are misguided. Among higher education institutions, there is broad support for keeping doors open to academic collaboration and for continuing to cultivate these positive values even in a troubled world. When demonstrators on university campuses threaten individuals, the university, and our academic work \u2013 as is currently the case at Linnaeus University and other universities \u2013 we cannot give in, but insist on continuing our work both on site and in international collaboration.&nbsp;&nbsp;<\/p>\n\n\n\n<p>At Linnaeus University, we have conducted public defences and graduation ceremonies over the past week, which are important ceremonies in academia, not least for all the students. It feels gratifying.
